Aviation Infrastructures Division

The Aviation Infrastructures Division is charged with responsibility for licensing, control and enforcement with regard to operators of civil ground aviation infrastructures and with regard to the air traffic and air aviation infrastructures operator, as well as management of the sphere of building restrictions and aviation-related environmental quality.

THE MAIN ISSUES IN MANAGEMENT OF THE DIVISION:


The Ground Infrastructures Department

*    Management of the system of licensing of airports, airstrips and navigational aids.

*    Supervision and control of operators of airports, airstrips and navigational aids and management
      of the enforcement procedures with respect to them.

*    Writing master plans for the development of ground aviation infrastructure in Israel.

*    Initiation of and playing a leading role in changes in legislation, in regulations and in procedures
      in the relevant professional fields.

*    Playing a leading role in systematic staff work in this sphere.

*    Maintenance of professional contact with international bodies, with the air force and the
      meteorological service.

 

The Aviation Infrastructures Department

*    Management of the flight paths, airspace licensing system and takeoff and landing procedures
      at the airfields and airstrips.

*    Writing a master plan for the development of air infrastructures of aviation in Israel.

*    Initiation of and playing a leading role in changes in legislation, in regulations and in procedures
      in the relevant professional fields.

*    Playing a leading role in systematic staff work in the sphere of aviation infrastructures.

*    Maintenance of professional contact with international bodies and with the air force.

*    Maintenance of professional contact with the neighboring countries in the field of instruments
      of agreement and planning of interfacing points between the control of Israel airspace and
      that of the neighboring countries.

 

Supervisory Unit of Air Traffic Control Units

*    Supervision of civil and military air traffic control units serving civil aviation.

*    Initiating and playing a leading role in changes in legislation, in regulations and in procedures in
      the relevant professional fields.

*    Playing a leading role in systematic staff work in the sphere of air traffic control.

Building Restrictions Department

*    Charged with implementation of the Planning and Building Law and its regulations, in the
      context of flight safety and the effect of aviation on the quality of the environment including
      aircraft noise.

*    Supervision of compliance of the airports and airstrips with the standards of building restrictions
      and control of stumbling blocks.

*    Prescribing building restriction standards for airports, airstrips and flight aid installations.

*    Analysis of the potential effect of statutory schemes on the civil aviation infrastructures and
      the approval thereof.

*    Review and approval of applications for building permits and notation of obstacles according to
      the international aviation standards.

*    Initiating and playing a leading role in changes in legislation, in regulations and in procedures in
      the relevant professional fields.

*    Representative on the National Planning and Building Council and on the District Committees, in
      matters relating to flight safety.
